This final study report of the “RES Simplify” project assesses the permission and administrative procedures for renewable energy projects in the 27 EU Member States, Norway and Iceland with the aim of identifying administrative barriers and providing recommendations in four areas: digitalisation, administrative consolidation, public engagement and policy support. The report describes practices in the administrative and grid connection procedures that can be considered best practices, takes stock of the implementation of the relevant provisions of the 2018 Renewable Energy Directive (REDII) by EU Member States and provides policy recommendations. The report provides a clear roadmap for accelerating the deployment of renewable energy projects across the EU, which is crucial to meeting ambitious climate targets and promoting a sustainable future in line with the EU's commitment for a secure, sustainable and affordable energy.
