EU Policy Scoping Study on Collective Prosumerism

The report provides an overview of the European Union's (EU) evolving legal and policy framework on Collective Prosumerism (CP), particularly in the context of solar energy in urban areas. Collective Prosumerism (CP) means that individual entities transition from passive consumers within the energy system to collectively organized active customers in energy production and consumption. The report maps key directives and strategies on EU level and describes formats as well as obligations that these documents create for CP.  The following main formats of CP are discussed: Jointly acting renewables self-consumers, Renewable energy communities, Citizen energy communities, Energy sharing without and with grid use. These formats are largely conditioned by: Who can join? Who owns the production facilities? Where does the energy production take place? What type of energy source is being generated (and shared)? Is grid use involved or not? Furthermore, the report includes a deep dive on the latest stipulations for Energy sharing. It explores the ‘Who, what and how’ of Energy sharing, illustrating emerging roles and responsibilities and underpinning technical configurations.
