A study of supporting measures promoting decarbonisation in the sectors covered by ETS2
The aim of the report is to illustrate how Member States can use resources effectively and deliver targeted decarbonisation before the ETS2 enters into force, covering CO2 emissions from fossil fuel use in the building, road transport and small industry sectors. Lower CO2 emissions in these sectors will lead to lower costs imposed on actors in these sectors, especially vulnerable groups like households in risk of energy poverty, micro-enterprises and vulnerable transport users.
The study highlights 21 case studies from different Member States to promote early decarbonisation in the sectors covered by the ETS2. These measures were selected for their cost-effectiveness, scalability, replicability, and short-term impact, with a particular focus on benefits and opportunities for low- and-middle income households. In addition, the study identifies three further measures with strong future potential.
