The study develops a methodology and a calculation tool for carrying out cost-benefit analyses in the field of energy efficiency measures taking into account barriers and transaction costs as well as energy efficiency services. An inventory of cost-benefit components of selected energy efficiency measures is carried out and a suitable analysis grid is developed in order to comprehensively record cost-benefit components and to present them in monetary terms.
