National emissions trading: Conceptual advice on data-related questions of scope

In this project, the German Emissions Trading Authority in the Federal Environment Agency is advised on issues relating to the German Fuel Emissions Trading Act (BEHG). Specific topics are the hardship provisions according to Article11 (1) of the BEHG and the calculation of the annual emissions according to Article 4 of the BEHG.
