Policy Brief at a glance - From Adoption to Satisfaction

This factsheet summarises the key findings and recommendations of the Oeko-Institut's policy brief From Adoption to Satisfaction, examining the implementation of access and benefit-sharing (ABS) under the Nagoya Protocol from the perspective of provider countries.

Based on expert interviews and an international survey, the findings show that while the Protocol has contributed to fairer negotiations and stronger biodiversity governance, significant implementation gaps remain. Overall satisfaction with ABS is moderate, and challenges persist regarding institutional capacities, unequal bargaining power, transparency and compliance with benefit-sharing agreements.

The factsheet outlines practical recommendations for provider states, user states and users, including clearer national frameworks, meaningful participation of Indigenous Peoples and Local Communities (IPLCs), stronger compliance monitoring and cross-border cooperation. It highlights the need to translate formal commitments into verifiable benefits that support equitable partnerships and biodiversity conservation.
