Support for the preparation of Social Climate Plans

The European Commission’s Technical Support Instrument assists nine beneficiary Member States (Belgium, Croatia, Czechia, Denmark, Finland, Latvia, Lithuania, Romania and Slovakia) in preparing their Social Climate Plans by:

- assessing the impacts of the ETS-2 carbon pricing system on households, in particular on the incidence of energy poverty and transport poverty, and on micro-enterprises (SCF Regulation Article 6(1) point (d)), and identifying vulnerable groups (households, transport users and micro-enterprises) affected by these impacts, in line with the definitions provided by Article 2 of the SCF Regulation and informed by the application of energy and transport poverty definitions at national level;

- identifying relevant measures and investments, which are in line with the ‘do no significant harm principle’, to compensate for these negative effects; and

- providing guidance on identifying relevant stakeholders, developing a stakeholder engagement plan, and supporting Beneficiary Authorities in carrying out stakeholder consultations.

For this project, Oeko-Institut employs its SEEK-EU microsimulation model which is soft-linked to GEM-E3 in order to estimate energy and transport poverty levels, vulnerability to the ETS-2, the incidence of the ETS-2, as well as contributing to the quantitative impact assessment of relevant measures and investments.
