Study on shifting public spending from compensatory mechanisms on domestic energy use to short-term energy efficiency and renewable energy measures

The project assesses how national governments can help their citizens to better cope with the two winters starting from 2022/23 (and also potentially extreme summers) by targeting public resources at low-cost energy efficiency and renewable energy measures, which nonetheless are not in contradiction with long-term measures leading to net-zero emissions and can be rolled out to a large number of households. The project focuses on seven countries: France, Germany, Italy, Spain, Greece, Romania and Hungary.
