Evaluation of the CO2 Cost Sharing Act

The aim of the project is to provide scientific support for the evaluation of the CO2KostAufG (work packages 1–4) and to develop a step-by-step model for non-residential buildings (work package 5). The evaluation of the CO2KostAufG comprises the following elements:

  1. Review of the efficiency and reliability of the procedure for allocating carbon dioxide costs in heating cost bills and assessment of a possible adjustment of the stages for determining the allocation ratio of carbon dioxide costs between tenants and landlords.
  2. Statistical recording of the cost allocation across all affected tenancies, including an analysis of the steering effect of the tiered allocation.
  3. Assessment of the appropriateness and practicability of a tiered model based on energy efficiency classes that regulates the allocation based on energy performance certificates.
  4. Investigation of whether the principle of economic efficiency pursuant to Section 556 (3) sentence 1, second half-sentence, of the German Civil Code (BGB) sufficiently protects the tenant in the event of a change of fuel or whether supplementary legal regulations are necessary.
