Friedhelm Keimeyer

Executive Director / Head of Environmental Law and Governance Division

Friedhelm Keimeyer is a lawyer and Executive Director of Oeko-Institut e.V.. In his role as a Senior Researcher and Head of the Environmental Law & Governance Division, he has specialised in the field of energy and climate law for over 15 years, with a particular focus on the Federal Climate Action Act and climate governance at national and European levels. His other key areas of focus include building energy law, district heating regulation, and the transition to sustainable heating, as well as related tenancy law issues.

He has been a researcher at Oeko-Institut in the Environmental Law & Governance Division since 2012, heading the division since 2023. From 2010 to 2012, he worked as a lawyer for an energy law firm, focusing on emissions trading and energy law as well as policy advice. He studied law at the Universities of Heidelberg and St. Petersburg, specialising in public law taking an elective in European and international law.
