Evaluation of advisory assistance projects for environmental protection in the countries of Central and Eastern Europe, Newly Independent States and other countries bordering the European Union

The project evaluates projects of advisory assistance for environmental protection in the countries of Central and Eastern Europe, the Newly Independent States and other countries bordering the European Union. The Advisory Assistance Programme (BHP) provides expert advice to these countries on selected environmental policy issues, drawing on a pool of experts from the German Federal Ministry for the Environment.

The project team first evaluates previous evaluation activities and develops a concept and procedure for monitoring the success of the BHP. The Team test this concept through evaluating selected BHP-projects. On this basis, a general evaluation method for BHP projects will be developed. The goal is a coherent, science-based, practicable and economically applicable evaluation method.
