Development of the "hard additionality" concept

Based on the existing regulatory framework for the possible additional incentive for renewable energies which can be created by the voluntary green electricity market, a concept is to be developed on how the development of renewable energies beyond the level of the politically defined targets for renewables could be ensured in future by the voluntary green electricity marke“ ("hard additionality"). This essentially comprises two elements. On the one hand, the creation of the basic technical and regulatory prerequisites for achieving hard additionality through the voluntary green electricity market (e.g. by amending the European legal framework, adjustments to the systems of guarantees of origin (GO), other adjustments to market processes, etc.). On the other hand, proposals are made on how to create a market demand for hard additionality, in particular through suitable certification criteria by an ambitious label (such as ok power).
