Designing Governance Structures and Transactional Documentation for Mitigation Outcome Transactions under Article 6 of the Paris Agreement

This report aims to assist host countries of climate mitigation projects in creating the governance frameworks needed to make decisions on the engagement in international carbon market transactions under Article 6 of the Paris Agreement. This includes governance arrangements for the authorization of activities, mitigation outcome purchase agreements (MOPAs), infrastructure to track internationally transferred mitigation outcomes (ITMOs), arrangements to satisfy reporting and participation requirements under the Paris Agreement, and arrangements for avoiding double counting and managing the achievement of the NDC. This is a summary report of the Guidance on Governance Models for Host Country Engagement in Article 6. The report was commissioned by the Global Green Growth Institute (GGGI) as part of the Mobilising Article 6 Trading Structures (MATS) Program, funded by the Swedish Energy Agency (SEA).
