The Social Climate Fund - Opportunities and challenges for the buildings sector

The study critically examines the SCF proposal, including the criteria (relevance, effectiveness, efficiency and coherence) based on which the European Commission will assess the Social Climate Plans (SCPs) submitted by Member States in order to access the fund. The study identifies potential additional information needs in the SCPs and provides recommendations for an SCF that is socially-just by design and that can trigger genuine structural reforms with lasting positive impacts on the energetic quality and heating systems of European citizens’ homes.
