Technical assistance to monitor the functioning of the guarantees of origin system and develop options for labelling to promote new RES production

In this project, the Öko-Institut, in cooperation with LBST and Trinomics, is supporting the European Commission (DG ENER) by conducting an analysis of how the guarantee of origin system operates in Europe. This is based on a reproducible methodology for identifying and evaluating relevant factors that allow conclusions to be drawn about the functioning of the guarantee of origin market and system. The analysis of the market for guarantees of origin for electricity and gas is carried out across six relevant market dimensions: liquidity, harmonisation, stability, transparency, efficiency and responsiveness. This leads to conclusions regarding the extent to which the market for guarantees of origin serves as an effective instrument: as a verification system, as a trustworthy tool for reporting, as an incentive for the expansion of renewable energy, or as a means of supporting energy efficiency. This is supplemented by an outlook on future market developments and an assessment of possible measures to improve the effectiveness of the guarantees of origin system.

In addition, the project involves an analysis of the European green energy labelling landscape and the development of proposals for the implementation of an EU-wide green energy label.
