Support in the field of chemical indicators and statistics on specific waste streams - Lot 2: Support on Statistics on Specific Waste Streams Invitation to tender: (ESTAT/E/2019/005)

The project covers the following aspects/tasks:

a) Management of waste statistics from various reporting obligations from the collection to publication:

1. Directive 2008/98/EC on waste (Waste Framework Directive - WFD),

2. Directive 94/62/EC on packaging waste, as amended by Directive 2004/12/EC,

3. Directive 2000/53/EC on end-of-life vehicles (ELV),

4. Directive 2012/19/EU repealing Directive 2002/96/EC on electronic and electrical waste (WEEE) on 15 February 2014,

5. Directive 2006/66/EC on batteries and accumulators,

6. Municipal waste statistics,

7. Regulation 1013/2006/EC on waste shipments.

b) Preparation for and managing of the reporting based on the revised Directives and respective Commission Implementing and Delegated Decisions:

i. Directive 2008/98/EC on waste (Waste Framework Directive-WFD), as amended by Directive 2018/851/EU - recovered metals from incineration bottom ash (IBA), - biowaste recycled at source (home composting), - waste oils, - calculation of average loss rates, - data quality check report, - Food waste (WFD), - data collection on food waste broken down by source, - quality check report.

ii. Directive 1999/31/EC on the landfill of waste as amended by Directive (EU) 2018/850 - biodegradable waste being landfilled.

iii. Directive 94/62/EC on packaging waste (PPWD), as amended by Directive 2018/852/EU - lightweight carrier bags, - reuse of sales packaging, - repair of wooden packaging - recovered metals from incineration bottom ash (IBA), - calculation of average loss rates, - quality check report.

iv. Directive (EU) 2018/849 amending Directives 2000/53/EC on end-of-life vehicles, 2006/66/EC on batteries and accumulators and waste batteries and accumulators, and 2012/19/EU on waste electrical and electronic equipment,

v. Directive 2000/53/EC on end-of-life vehicles (ELV), amendment may follow the current evaluation of the Directive.

c) Adjusting the collection and validation processes to the new rules and requirements, providing support on the preparation and implementation of the new data collections, on methodological issues and drafting technical guidance.

d) Preparatory work for setting up a control system to ensure the correctness of the data on non-recycled plastic packaging waste as a basis for a new own resources data. This includes analysing the data collection systems on plastic packaging waste in MS, carry out a literature study on the systems of plastic packaging waste management in MS, produce guidance documents, review of available data and methodological reports, provide support on a forecast and validation approach and develop a programme for standard data checks to be carried out in countries.

e) Maintenance and updating of the information provided through the dedicated website on waste, maintenance and further development of indicators.

f) Provide support on preparation of replies to user requests related to technical subject matter.
