Support for the Implementation of Art. 7 EED (Energy Efficiency Directive) in the context of the Mixed Framework Contract EC-ENER/2024/OP/0064 with reopening of competition for qualified legal, technical and economic expertise in the field of Energy Efficiency and Renewable Energy

Article 7 of the Energy Efficiency Directive (EU) 2023/1791 (EED) covers provisions on energy efficient public procurement and changes the scope of and the requirements for energy efficient public procurement. This new framework for public buyers requires to adapt existing processes in public procurement, develop new procedures and requires building new knowledge and exchange experience among public buyers on the new provisions.

The Commission published a Recommendation on how to best transpose the provisions of Directive (EU) 2023/1791 as well as an eForms guide on the Implementing Regulation (EU) 2023/2884. This will guide Member States and concerned public authorities and entities to transpose and implement energy efficiency in the procurement process and to use TED to make the impact of energy efficient public procurement transparent.

Work under this study for the European Commission, DG Energy, will

  • provide and implement support packages to Public Authorities;
  • establish a "Community of Practice" (CoP) for engaging Public Authorities; and
  • help improving eForms.
