Support for monitoring the implementation and impacts of the ETS Directive extension to maritime transport and the FuelEU Maritime Regulation

The study supports the European Commission in monitoring the implementation and assessing the impacts of the EU ETS extension to maritime transport and the FuelEU Maritime Regulation. A dedicated 'ETS & FuelEU Maritime Monitoring Platform' will be established to monitor market developments, compliance trends, and behavioural responses within the maritime sector. The study contributes to the preparation of the Commission’s next two monitoring reports, due by the end of 2026 and 2028, on the combined implementation of both legislative instruments. Oeko-Institut is involved in developing and reviewing the methodology for the forward-looking analysis of evasive behaviour.
