Service Contract for ETS2 Analysis und Policy Support

The purpose of this service contract is to support DG Climat through:

• An Assessment of reported emissions for the years 2024 and 2025 and recommendations for further improving the quality of the emission reports. • Preparation of  policy analysis and recommendations on emerging issues based both on the reported emission data, independent top-down estimates using national greenhouse gas inventories and other sources. These issues include the cap-setting for 2028, overreporting and over surrendering of emissions and reducing the administrative burden especially for small, regulated entities without endangering the environmental integrity of the ETS2. • Support for ad-hoc issues which might come up during the duration of the contract.
