Revision of the EU fleet targets for CO₂ reduction in passenger cars, light and heavy commercial vehicles to meet climate targets

A key tool for regulating CO2 emissions is European CO2 legislation, which sets specific fleet targets for new motor vehicles. As part of the strategic dialogue with the automotive industry (vehicle and supplier sectors) in the spring of 2025, the European Commission (COM) announced that it would bring forward the work on reviewing the fleet targets for passenger cars and light commercial vehicles. In light of the aforementioned announced reviews and revisions, there is an urgent need for research at the BMUKN and UBA. The technical, economic, environmental, and social impacts, as well as the interdependencies of various policy options, must be examined in order to provide expert support for the Federal Government’s position. The Öko-Institut is providing this expert support to the Ministry of the Environment (BMUKN/UBA) as part of this project. This support involves critically reviewing the Commission’s new proposals regarding their design options as part of an impact assessment and examining their effects in Germany and the EU more detailed.
