Open questions in relation to the register of guarantees of origin ordinances to be drawn up

Analyses and elaborations on the question of which areas a registry of guarantees of origin for renewable gases, cooling and heat can and should cover in the German market in accordance with Article 19 of the Renewable Energy Directive 2018/2001/EU (RED II) and whether or, if applicable, how a system of guarantees of origin should relate to existing or yet to be implemented mass balance procedures. In this context, the focus is specifically on the question of which regulations should be made within the framework of a corresponding ordinance or corresponding ordinances on the basis of the ordinance authorisations by the German Guarantee of Origin Registry Act (Herkunftsnachweisregistergesetz - HkNRG).
