The city of Bonn prepares municipal heat planning in accordance with the Heat Planning Act. As economically disadvantaged households have to spend a proportionally much higher share of their income on housing and energy costs, they are particularly hard hit by the necessary investments and price increases (energy prices but also rising rents due to building modernization). Measures need to be taken to counteract this - to prevent “energy poverty”, with the aim of ensuring security of supply for all Bonn citizens and with a view to achieving the necessary acceptance for the heating transition. The project is developing a “socially acceptable transformation path” in the form of prioritized measures. A particular focus is placed on those citizens who do not receive transfer payments but who have to bear additional costs as a result of rising energy prices and modernization. Measures are being developed to address the above-mentioned social challenges.
