Instruments for the promotion of heat production from renewable energy sources in Germany

The project aims to develop effective and budget-independent instruments to support renewable energies in the heating market. This is based on the realisation that existing funding mechanisms, such as the market incentive programme, will reach their financial and structural limits in the long term. The analysis therefore focuses on alternative models, such as a bonus or quota system, and a use obligation. These approaches aim to provide stable investment conditions and promote market transparency, while ensuring compliance with the polluter pays principle. Based on a comprehensive evaluation, recommendations will be made for legislative implementation options that could also be introduced at a federal level.
