Increase of throughput of the waste incineration plant Bielefeld – Statement on the assessment reports presented in the licensing procedure

Waste icineration plant Bielefeld-Herford GmbH planned to increase the capacity of the plant it operates at the Bielefeld site by approx. 20 %. Such an increase in capacity represents a significant change to the plant and therefore requires authorisation as part of a public-law procedure. The Öko-Institut e.V. was commissioned by Baugenossenschaft Freie Scholle in Bielefeld as part of the approval process,

  • to compare the emissions of the Bielefeld-Herford waste incineration plant with the emissions of other waste incineration plants and
  • to analyse whether the emissions may increase disproportionately due to the increase in output and
  • to examine the following expert reports:
    • Investigation report on immission measurements in the vicinity of the Bielefeld-Herford waste incineration plant;
    • Health impact assessment of the planned increase in output of the Bielefeld-Herford waste incineration plant;
    • Sound engineering report for the planned increase in capacity of the Bielefeld-Herford waste incineration plant;
    • Environmental impact assessment for the project "Capacity increase of the Bielefeld-Herford waste incineration plant".
