Energy Behaviour Forum - Forum for Local Action on Energy Efficient Behaviour

The aims the project is to establish the EU Forum for Local Action on Energy Efficient Behaviour (EB Forum). The platform has the primary objective of advancing energy-efficient behavioural practices. The core mission of the EU Forum is to provide support to local and regional authorities in integrating behavioural insights into the formulation and execution of energy efficiency interventions, encompassing short-term, medium-term, and long-term strategies, specifically targeting engagement with citizens and private sector stakeholders.

The digital website is the integrator of the EB Forum activities and services, as it will be an important entry point of local policy makers to discover, learn and train on behavioural change measures. This includes the Knowledge Sharing Hub, the Training Hub, and the Communications Hub.

First, the project aims to create a digital resource for local and regional authorities and practitioners that empowers and inspires them to harness the potential of behaviour change in achieving their energy efficiency and carbon reduction targets. Second, the Capacity Building Programme is tailored to tackle the challenges and meet the needs of national, regional, and local authorities, as well as other stakeholders actively engaged in designing and implementing initiatives aimed at promoting the adoption of energy-efficient behaviours. The local actors and other stakeholders are able to participate to three types of training strands, namely ‘in-depth training’, ‘learning centre’, and ‘train-the-trainer’ strand. Finally, a variety of communication strategies are employed to reach a wide variety of stakeholders.

Type and scope of services provided:

  • Mapping and analysis of existing initiatives, platforms, and networks
  • Development of a monitoring plan for capacity building activities incl. KPIs and methods
  • Carrying out monitoring of activities
  • Methods used include feedback and impact surveys, interactive feedback formats, monitoring reports, website/platform usage data analysis
  • Development of mid- to long-term monitoring strategies
  • National expertise on behavioural change campaigns
