Development of a concept for achieving national energy-saving goals by 2020 and by 2050, considering relevant EU regulations, in the context of an integral climate and energy policy (Action plan for energy efficiency)

The project aims to develop a consistent strategy for achieving national and European energy efficiency and savings targets, providing the Environmental Ministry with scientific support for their implementation. Based on existing studies, concrete recommendations and implementation options will be developed for the period 2014 to 2020, with an outlook to 2030 and 2050. The analysis will focus on actor-specific barriers and enabling factors in all relevant sectors, as well as the development of effective instruments and instrument bundles. The sectoral analysis framework covers all sectors of final energy consumption, excluding transport; this includes buildings, private households, industry, and trade, commerce, and services. Additionally, a methodology will be developed to assess the costs, benefits and distributional effects of these measures. Furthermore, the client will receive technical support in implementing the EU Energy Efficiency Directive.
