Cost-benefit analysis of the introduction of market-based instruments to realise final energy savings in Germany

The project aims to conduct a comprehensive cost-benefit analysis of the introduction of an energy savings obligation and an energy efficiency fund in Germany. It also examines how these instruments compare with the further development of existing energy policy measures. The comparison will focus on key evaluation criteria, such as the savings achieved, costs incurred, market conformity, the impact on the energy services market, and political feasibility. The project's ultimate goal is to provide a solid foundation for the future development of energy efficiency policy in Germany.
