Analyses on the implementation of a social leasing program in Germany

This study focuses on the concrete implementation of a social leasing model in Germany and aims to provide detailed information on a variety of measure-related issues. The study begins with three analyses of the scope of a social leasing program in Germany, specifically addressing the questions of which vehicles should be part of the program, to what extent the integration of charging infrastructure into a social leasing concept would be sensible, and a modeling of the influence of a social leasing program on electrification. The second part examines questions relating to the administrative design of a social leasing system in Germany, taking into account financial, legal, and regulatory criteria. The third part of the study examines the possible effects of social leasing on German car manufacturers and employment in the automotive industry.
