Analyses and assessments of the climate protection impact of instruments and measures to reduce greenhouse gases in transport, development of policy options

The aim of this project is to support the BMWK with scientifically sound decision-making aids and to represent these within the government and expert committees (e.g. Expert Council for Climate Issues) or to prepare them for the public in a suitable manner (e.g. via policy papers or websites and social media contributions). The core of the scientific work lies in analysing specific political instruments (bundles) and framework conditions that have an influence on the development of the transport sector in Germany and its GHG emissions. This includes national (see discussion above) and EU-wide legislation (e.g. reviews of the instruments adopted in the Fit for 55 package and possible impetus from the discussions on the EU targets for 2040). International climate protection legislation for maritime and air transport can also have an influence on national transport through its regulations and, in our view, should be analysed as necessary.

The following orders/products are being processed in this project:

  • Updated determination of the greenhouse gas reduction contribution of BEVs
  • Determination of the greenhouse gas impact of the non-electric passenger car fleet over time, taking particular account of the effects of ETS-2, Accompanying analyses of the distribution effect
  • Determination of the potential greenhouse gas impact of a change in the taxation of climate-friendly fuel options in relation to electric vehicles
  • Analysis of the commercial vehicle market with a view to the potential for accelerated market penetration of BEVs
  • Development of a climate protection scenario for the transport sector with (extensive) use of individual measures already modelled
  • Evaluation of a fiscal instrument to promote the use of PtL- paraffin (power to liquid paraffin)
  • Determination of greenhouse gas reduction contributions in the greenhouse gas quota
  • Proposal to amend the Aviation Tax Act
