Allowance-based climate protection instruments in Germany

The project aims to analyse various design options for an energy savings obligation incorporating a trading component (white certificates) as a new climate protection instrument in Germany. It will examine the transferability of existing European systems, the design options within the German legal and funding framework, and the necessary adjustments to increase effectiveness. The focus will be on the instrument's suitability for utilising demand-side efficiency potential, reducing dependence on fossil fuel imports, and achieving climate protection targets. Additionally, alternative instrument bundles will be evaluated to systematically compare the instrument with other political approaches.
