Is everyone on board with social climate action?

In recent years social climate action has moved ever more to the fore of public discourse – not least because everyone is called upon to play their part in the urgently needed reduction of emissions in transport and buildings. But what to do if there is simply no money to replace the old combustion-engine vehicle with an electric car? What about those who are tenants and have no say in whether the energy performance of their flat is improved or not?
