This ETS Talk presents key findings from a study on the EU’s post-2030 climate architecture, focusing on how the EU Emissions Trading System (ETS) and national climate targets can be designed to work in tandem. It explores different options for the scope of national targets, assesses their strengths and weaknesses, and discusses how fairness, convergence, and solidarity between Member States can be ensured in line with the EU Climate Law. The discussion also examines approaches to translating the EU-wide 2040 climate target into national targets that reflect differing national circumstances and levels of wealth across the Union.

This session will present the main recommendations from Öko-Institut’s new study, “National Targets and the ETS in a Post‑2030 Climate Target Architecture.” Key topics include:
