Up-Front Information for emission reduction contributions in the 2015 Agreement under the UNFCCC

A new research paper from an UBA research project on accounting rules in a future climate regime analyses which transparency requirements mitigation targets need to fulfil in the future. Until December 2015 all countries are asked to propose their mitigation targets for the post-2020 period which are to be inscribed into a new international climate agreement in Paris in December 2015. While the exact format and content of these targets is still unclear, this paper analyses, which necessary up-front information countries need to submit together with their proposed mitigation targets in order to make the tagets transparent and comparable and assess their contribution to meeting the 2°C target.
