The task of this project was to assess the different possibilities for designing regulations to effectively implement the building-related energy law and to derive from this conceptual proposals for the legal design to assist the states responsible for the implementation. The focus here is on specifications for the implementation of requirements for new buildings. The legal starting point in federal law as well as in all 16 federal states was assessed and enforcement practices evaluated.
