abstract = {The European Union has established a climate framework, centred on the objective of achieving climate neutrality by 2050 and supported by intermediate 2030 and 2040 targets. Within that framework, aviation represents a specific regulatory challenge: it plays a major role for mobility, connectivity and economic activity (including for peripheral and remote regions), while remaining a significant and hard-to-abate source of climate impacts. The Union has progressively developed its approach through a combination of regional and international instruments. These include the EU Emissions Trading System (EU ETS) for aviation (since 2012) and its temporary restriction to intra-European flights and departing flights to Switzerland and the UK (‘stop the clock’) to facilitate progressing with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) established under the International Civil Aviation Organization (ICAO). The EU implements CORSIA through the EU ETS Directive for extra European flights operated by air carriers from the EU/EEA. This study provides the analytical basis for the Commission's reporting obligations under Articles 28b and 30(8) of Directive 2003/87/EC, as amended by Directive (EU) 2023/958. It includes an assessment of the impacts of different scopes of application of the EU ETS to the aviation sector as required by the ETS review; an assessment of ICAO's CORSIA evolution, environmental integrity, participation, enforceability and role within international aviation decarbonisation; and additional analyses on a number of additional issues relating to the aviation sector. A mixed-methods approach was applied in line with the Better Regulation framework, combining quantitative modelling, data analysis, literature review, legal and policy assessment, comparative analysis and targeted case studies.},
