abstract = {The 2026 reform of the EU Emissions Trading System (EU ETS 1) must align the system with the EU's legally binding climate targets for 2040 and 2050 while safeguarding industrial competitiveness. Emissions reductions should primarily result from investment in climate-neutral technologies rather than the relocation of production. Carbon pricing must therefore be complemented by targeted support for electrification, hydrogen and carbon capture and storage (CCS). Contracts for Difference, infrastructure development, lower electricity system costs and lead markets for climate-neutral basic materials are essential components of a coherent policy mix.},
