abstract = {More than a decade after the Nagoya Protocol entered into force, the Oeko-Institut examines how institutional representatives in provider countries assess access and benefit-sharing (ABS). Drawing on expert interviews and an international survey, the study finds that the Protocol has contributed to fairer negotiations and stronger biodiversity governance, while significant implementation challenges remain. Limited institutional capacities, unequal bargaining conditions and difficulties monitoring compliance continue to constrain effective benefit-sharing. The study provides recommendations for provider states, user states, researchers and companies to strengthen fair and equitable cooperation.},
